ROAR’s Facebook page and website both indicated that they were a licensed rescue with a non profit status 501(c)3. We checked and found that they were not registered as a non profit with the IRS, and checked the Michigan Dept. of Ag’s listing, current as of June, 2015, and saw no active license for ROAR. However, Josie claims to have a “kennel” license, (unverified). Word is that they pull dogs from a local Humane Society.

We contacted ROAR and asked them to verify those statuses. ROAR responded that they were in the processes of obtaining both. 


So we called the Michigan Dept. of Ag and the IRS and were told that there were no pending applications under the name of ROAR, Govitz, or Muma. 


In the meantime, a portion of their Facebook “description” changed, deleting the non profit part, and the term was also removed from their website.

Again, we contacted ROAR with this:
"You have been in business for 2 years and are still not registered as a rescue nor have you applied for a non profit status. You are currently operating illegally. Additionally, the building you are housing animals in is not an adequate shelter. The images we received show no proper ventilation and we are sure is has not passed any type of state inspections. You have been reported to this page as a "pet flipper"

Would you care to respond? And would you care to explain why Lily was posted as adoption 11-12-13 and then again 09-22-14. And why you house animals in this non-ventilated building in 90 degree weather?

There was no response except that they blocked our admin who was contacting them as soon as he asked about the building.

This “rescue” collects donations, holds adoption events, and even sells T-Shirts containing their name “ROAR RESCUE”. They solicit fosters and Josie offers pet sitting services. Claims of animals being vetted cannot be confirmed.

Most posts on their FB page show animals already adopted. A rare few show animals available for adoption.

They are said to team up with another Michigan Rescue for adoption events. That rescue is a registered non profit but does not have a rescue license for the state of Michigan.

Neighbors complain of bad smell, squalid conditions, and say they never see the dogs out of the unventilated building. One neighbor reports animals barking constantly during 90 degree days. Can you imagine being in a metal pole barn with no windows and no ventilation on a hot Michigan day?

Another neighbor who tried to speak with Cheryl and Josie were met with screaming an vulgar language.

Complaints have been filed with all proper authorities. Now it’s a waiting game to see what happens.
